Description The main objective of the assignment was to help the Government of Bulgaria (GoB) to reform the labor market aiming at improving labor market adaptability, in particular, to improve the existing Labor Code and other labor legislation in order to make it more conducive to job creation and employment growth.

As part of PAL3 preparation, the purpose of this Project was therefore to explore, establish and promote best practices, models and ways to improve the labor legislation in the country, and enforce the rule of law in practice.

The work was built on previous analysis and assessments of the Labor Code and other labor legislation undertaken by the GoB and the World Bank in Bulgaria. The Labor Code and other labor legislation must be brought into line with other legal regulations of the Republic of Bulgaria, European Union standards and regulations, International Labor Organization conventions, as well as with solutions from comparative legislation.


Deliverables The team of experts prepared the following papers and provided the following services:
• Comparative analysis of labor legislation vis-a-vis to OECD relevant labor legislation, labor laws in transition countries
• Comparative analysis of legislation with respect to sick leave entitlements
• Conducted a focus group survey to identify and discuss constraints to job creation and employment growth.
• Developed recommendations for improving the Labor Code, the Social Insurance Code and other relevant legislation
